One of the ARG members previously reported this in Draft 35. I'll repeat
what I told him.
This is formatted as a hanging item, so it only gets a new_line between the
item and the text if the text doesn't fit. And that has to be estimated by
the formatter, so it can be too tight with some formats. If I changed the
formula very much, then things like attribute definitions would get extra,
unnecessary lines (see K.2, for instance). I've tried a tweak which will
appear in the next draft/final version (changing from ">=" to ">"), but I
don't know for certain if that will fix this one without making other things
look ugly.
