Isn't that reddish tinge actually the developing seedheads (rather than the 
petals), and to me reflects some kind of stress that's also reduced the height 
and vigour of those plants?

One interesting thing about Daucus carota is that it often has one flower in 
the centre of the otherwise white umbel that is red or purple (why?). Perhaps 
in your plant, if it is D. carota as others have suggested, the red tint has 
covered the whole umbel.
