Ok, that will extend the lifetime of the /22 policy with a little bit (causing 
a large amount of fragments to end up in the routing table), and *then* it 
becomes useless...

How do you see the policy after that, when there is a waiting list? Keep 
pushing lots of fragments to the last LIRs?
