That's true; for one, that's the reason why there's this whole PI stuff, where End Users can ask for resources assigned directly to them. They need a sponsoring LIR, but in the event that LIR vanishes, a new can be choosen (given whois is kept accurate). Thus I see no need for any policy change. Regards, -kai
