Hi Nick, Could you explain why not?
Clearly it is something that should part of the NCC verification duties, but we have been told several times, in other policy proposals, that we need to make it explicit so they can "act". Otherwise, do you have other suggestions, or do you think the we should ignore the stockpiling?
