We need a common directory with tests that are executed under all tools
(asan/tsan/msan/lsan). This will be useful for tests that test that our
tools do not crash on particular constructs in user code. Currently the
only way to achieve this is to copy-paste the test for all tests.
The immediate thing is stoptheworld tests.
