I don't think minotaur is the problem.

I think it is a permission problem
mrmaven (sean) has no permission to write files

I'm did not able to change the permissons.

Another potential problem is that 'minotaur.apache.org' is used in
many of the build files.  Whether or not it's the cause of our current
difficulties, this needs to be changed to people.apache.org
