That component would generate a flowating div appearing only when the user's
mouse goes over the enclosing component. since there's a strong parent
reference, this could requires that the parent component supports a "tooltip"
facet.
The main advantage of such component would be to allow tooltips including
images, HTML style and, more importantly, line breaks that Firefox, for
example, does not allow in shortDesc.
