panelBox icon height problem under IE

To reproduce this bug, you simply have to specify the following icons:
Upper left corner (2x2):
xx
x
Upper right corner (2x2):
xx
x
Upper edge (1x2):
x
Under Firefox this will get rendered correctly. However, under IE, the upper
edge will get repeated 10 times or so as if a height of 20 was mandatory.
