Allow user to control the amount of years shown in the drop-down of date picker

Currently, date picker grant a range of 29 years or so in its drop-down, 14
years before, current year and 14 years after, meaning that you can go back at
most 14 years before having to choose "Before XXXX". For old date like
birthdate, this can be irritating for the user. For example, someone born
around 1940 would have to choose:
Before 1992
Before 1977
Before 1962
Before 1947
1940
Choosing 5 times from the drop-down makes it easier to just type the year
manually. Adding an available date range property to date picker and select
input date would help developer tweak that behavior to be able to increase the
amount of years shown in the drop-down, and thus improve the high-end user
experience with birthdate fields.
