client side validation: pull down error message translations in js lib

Because we need translated strings for client error messages we are passing all
possible messages to the converter or validator js constructor. If we were able
to pull down translations in a js lib and look them up there then the client
constructors would be much smaller.
There is already locale specific data being loaded in localeElements.js....
