Deleting css cache while the server is running results in IOException

Start up the server. View a page. Now, go into the webapp temporary storage
(on Tomcat, for example, this is work/Catalina/localhost/{your app name})
and delete the adf/styles/cache directory. Reload in the browser. The server
will throw an IOException, instead of cleanly handling this
by recreating the directory as needed.
