This effectlively means that these system properties must be set before any junit tests that extend this class are run. If they are not set prior to running the junit test (in the environment), an NPE results. Putting the call to _initGlobal in the constructor delays the getting of these system properties so that they can set in the extending class as a static block -- thus the system properties can be set either in the enviroment, prior to running the test, or in a static block in the extending class.
