We use a GP User Preference to install a default printer to all users in the 
organization.  Currently this process work flawlessly on all of our images (4) 
and all of our 5000 machines.  In testing the new image for next school year we 
have come across the issue where the printer will be installed but will not be 
set as the default.  The exact issue is described here: 
https://support.microsoft.com/en-us/kb/2787598.  In our case the printer is set 
as a "create" so the resolutions offered do not make further changes to resolve 
the issue (we need staff to be able to change the default but want to set it 
initially).  A few users are set to "Update" for the preference and the printer 
becomes the default the next time they log in.

The image for next school year is based on and is updated from the current 
image.  The image is built with Windows 7 Ent. SP1 x64.  There have been a few 
significant updates to the image but most are minor updates.  The biggest 
changes were Office 2010 to 2013, Adobe CC to CC 2014, and Smart Notebook 2014 
to 2015.

My ultimate question is why does this work on our current 4 images but not on 
the new one?  The 4 images are all built from the same base image using MDT.  
The new image is built in exactly the same manner as the current production 
images.
