The Panchayat Extension of Scheduled Areas Act, 1996 (PESA) sets a different target to Gram Sabha. The enactment applies to Andhra Pradesh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Rajasthan, Jharkhand, Chhattisgarh and Orissa.
