विष्णू सवरा - आदिवासी विकास, सामाजिक न्याय मंत्रालय . 30 वर्षे आमदारकीचा अनुभव असलेले विष्णू सवरा करणार जिल्हय़ाचे प्रतिनिधीत्व 30 वर्षाच्या आमदारकीच्या कामाचा अनुभव, येथील मतदारांनी सवरा यांना दिलेली साथ, कामाची तळमळ व अभ्यासूवृत्ती या गुणांचा विचार करून वाडा-विक्रमगडचे कार्यसम्राट आमदार विष्णू सवरा यांना भाजपा सरकारच्या नव्या मंत्रिमंडळात समाविष्ट करण्यात आले आहे. आमदार सवरांचे कार्य व त्यांच्या व्यक्तिमत्त्वाची चुणूक त्यांच्या वागण्यातूनच दिसून येते. विष्णू रामा सवरा हे त्यांचे पूर्ण नाव असून वाडा येथील उत्कर्षनगरमध्ये ते राहतात. वाडय़ातील गालतरे हे त्यांचे मूळ गाव आहे. वाणिज्य शाखेतील पदवीधर असलेल्या सवरा यांचे माध्यमिक शिक्षण मनोर येथे तर महाविद्यालयीन शिक्षण भिवंडीतील बी.एन.एन. कॉलेजमध्ये झाले. शैक्षणिक पदवी घेतल्यानंतर ते स्टेट बँक ऑफ इंडियात नोकरी करू लागले. मात्र, कॉलेजकुमार असतानाच रा.स्व. संघाशी नाळ जोडली असल्याने त्यांनी बँकेची गलेलठ्ठ पगाराची नोकरी सोडली आणि ते भाजपाचे पूर्णवेळ कार्यकर्ते झाले. त्यांच्या कामाची तळमळ पाहून भारतीय जनता पार्टीने त्यांना 198क् साली व 1985 साली वाडा विधानसभा मतदारसंघातून आमदारकीचे तिकीट दिले. मात्र, या निवडणुकांत सवरांना निसटत्या पराभवाला सामोरे जावे लागले. अपयश ही यशाची पहिली पायरी असते, हे ज्ञात असलेल्या सवरांनी 199क् साली पुन्हा आमदारकीची निवडणूक लढविली. ही निवडणूक व त्यानंतरच्या आजवरच्या सर्व निवडणुकांत सवरांनी वाढत्या मताधिक्क्याने विजय संपादन केले. गेली 3क् वर्षे आमदार सवरा हे वाडा, भिवंडी ग्रामीण व विक्रमगड विधानसभेतील मतदारांची न थकता अविरत सेवा करीत आहेत. कष्टाळू व अभ्यासपूर्ण भूमिकेतून मतदारसंघात कामे केल्याने व मतदारांशी जिव्हाळ्याचे संबंध राखल्याने ते सतत विजयी होत आहेत. 25 वर्षे आमदारकीचा प्रदीर्घ अनुभव त्यांच्या पाठीशी आहे. या वेळी विक्रमगड विधानसभा मतदारसंघातून तुल्यबळ लढत जिंकून ते आल्याने त्यांची लोकप्रियता अधोरेखित झाली आहे. आदिवासी विकासमंत्री म्हणून 1999 साली युती सरकारमध्ये त्यांनी उल्लेखनीय काम केले आहे. कामाचा गाढा अभ्यास त्यांना आहे. आदिवासी भागात अरविंद आश्रमशाळा दादडे, ता. विक्रमगड, माधवराव काणो आश्रमशाळा देवगाव ता. वाडा, आदिवासी आश्रमशाळा कळंभई ता. वाडा या माध्यमातून आदिवासी विद्याथ्र्याच्या शिक्षणाला त्यांनी उत्तेजन दिले. आदिवासी समाजाला प्रगतीची चालना दिली. गरीब व गरजूंना आर्थिक मदतीचा हात देण्यासाठी वाडा येथे उत्कर्ष नागरी सहकारी पतसंस्था त्यांनी सुरू केली. मूकबधिर विद्यालय जव्हार, आदिवासी विद्यार्थी वसतिगृह मोखाडा व वाडा हे त्यांनी वनवासी बांधवांसाठी केलेले महत्त्वाचे काम आहे. वाडा, भिवंडी, विक्रमगड तालुक्यांत सवरांना कार्यसम्राट आमदार म्हणून ओळखले जाते. नम्रता, दुस:याबद्दल आदर, कुठलाही आपपरभाव न मानता कार्यकत्र्याना मिळणारी समान वागणूक या गुणांमुळे व मितभाषीपणामुळे मतदारसंघात त्यांचा मोठा चाहता वर्ग आहे. शेतक:यांचा कजर्मुक्तीचा लढा, दुष्काळाचा प्रश्न, कुपोषणाचा प्रश्न, अतिवृष्टीसारखे संकट यासाठी त्यांनी नेहमीच शासनदरबारी आवाज उठवून मदतीचा हात दिला आहे. बेरोजगारी, कोतवालांचे प्रश्न, ग्रामीण रस्ते याबाबत त्यांनी अग्रभागी राहून कामे करून घेतली आहेत. विक्रमगड तालुक्याची निर्मिती वाडा येथे विद्युत उपकेंद्र, वाडा एसटी डेपोची निर्मिती, वाडय़ात आयटीआय कॉलेज निंबवली, केळठण, तिळसा, ब्राrाणगाव, उंबरखांड, शिरगाव येथील पुलांची कामे या त्यांनी केलेल्या उल्लेखनीय बाबी आहेत. शासनाच्या विविध योजनांचा पाठपुरावा करून त्यातून मिळणा:या फंडातून विविध विकासकामे केली आहेत. वस्ती तेथे अंगणवाडी, गाव तेथे रस्ता, प्रत्येक गावात समाजगृह, व्यायामशाळा, संगणक, विहीर, बोअर, स्मशानभूमी, नळपाणी योजना या सुविधा दिल्या आहेत. गरीब व गरजू महिला, पुरुषांना शिलाई मशीन, विद्युतपंप व वैयक्तिक लाभ मिळवून दिले आहेत. यासाठी आमदार निधी विशेष घटक योजना, डोंगरी विकास फंड, नाबार्ड, हुडको, वैधानिक महामंडळ अशा अनेक योजनांचा लाभ मतदारसंघात देऊन चांगला विकास केला आहे. सहाव्यांदा आमदार म्हणून निवडून आल्याने माझी जबाबदारी वाढली असून माङयावर टाकलेला विश्वास विकासकामांच्या माध्यमातून मी सार्थ करणार आहे. मतदारसंघातील जी अपूर्ण व प्रलंबित कामे असतील, ती प्राधान्याने पूर्ण करण्याचा सवरांचा संकल्प आहे. आदिवासी पालघर जिल्हय़ाचा विकास व भिवंडी ग्रामीणचा विकास माङया डोळ्यांसमोर असल्याचे सांगतानाच येथील कुपोषण हद्दपार करण्याचा माझा संकल्प आहे, असे सवरांनी सांगितले. पालघर जिल्हय़ातीलआदिवासी समाजाचा माङया यशात मोठा वाटा असल्याचे कबूल करून त्यांच्या विकासासाठी मी मला मिळालेल्या पदाचा वापर करीन, अशी त्यांनी ग्वाही दिली. सवरा यांना आदिवासी विकासमंत्रीपद द्यावे, पालघर जिल्हय़ाचे पालकमंत्रीपद द्यावे, अशी मागणी येथील मतदारांनी व आदिवासी बांधवांनी केली आहे. 4199क् पासून आमदारकीची सलग कारकीर्द यशस्वीरीत्या सांभाळणारे आदिवासी भागातील आमदार म्हणजे विष्णू सवरा.. असे त्यांच्या कामांची प्रशंसा करताना माजी भाजपा महाराष्ट्र प्रदेशाध्यक्ष दिवंगत नेते गोपीनाथजी मुंडे यांनी म्हटले आहे. सवरा हे जागृत व कर्तव्यदक्ष लोकप्रतिनिधी म्हणून सर्वाना परिचित आहेत. आदिवासी विकासमंत्री म्हणून युती सरकारमध्ये अल्पकाळ त्यांनी केलेले काम उल्लेखनीय आहे. 4विधान परिषदेचे माजी विरोधी पक्षनेते व विद्यमान केंद्रीय मंत्री नितीन गडकरी यांनी म्हटले आहे की, जनतेच्या प्रश्नांबाबत अत्यंत जागृत असल्यामुळे त्यांना प्रश्न सोडविण्याचे विविध मार्ग ज्ञात आहेत. सभागृहात व सभागृहाबाहेर सवरांची कामगिरी नेहमीच उल्लेखनीय ठरली आहे. 4मंत्री विनोद तावडे म्हणतात, मतदारसंघात शेतकरी, आदिवासी व सामान्य माणसांसाठी सवरांनी केलेले काम फार मोठे व मोलाचे असून आदिवासी समाजाच्या शिक्षणासाठी केलेली व्यवस्था उल्लेखनीय आहे.
