This is an amzing idea.  I often wondered why this doesn't already occur.
The funding of opensource research seems obvious to me, I wonder if this
occurring anywhere today?

We'd need a champion. Who is the most tech friendly MP out there?  Better
yet, anyone motivated enough to run for office?
