I think so, yes.  I've just skimmed the NPI site and it conincides with a
point that was brought up at the Debian Conference last weekend at York
University.  The point was regarding advocacy and stated that one avenue for
increasing the use of Linux and opensource solutions in Canada is to
encourage political and social activist groups to utilize it as their
technology platform of choice.  I know it seems rather obvious that this
should already be the case, but I assume the person making the point already
knew that it wasn't.  I realize this isn't exactly the same as promoting
Linux and opensource in the Public/Government sector but it's similar.
