The picture that you start with and the picture that you end with - export the frames 
as pictures. Import them into your project (if you don't have the Add To Project When 
Finished button checked). Use the beginning picture to start the movie, put the rest 
of the movie on the timeline immediately after you've put the beginning picture on it, 
and put the ending picture at the end of the movie.

This would give you the desired effect - you would have a still image, it then moves, 
as a normal movie, then it stops at the end of the movie with a still image.
