Also, if the layer is MUCH bigger than your new Photoshop file, you may 
have to "zoom out" to see the transform resize handles for the layer. 
If there is area outside of the background layer, CTRL-A will only 
select that area of your layer the size of your background and not the 
entire image.  Doing a transform on that will only resize that small 
part of your image.  You should deselect (CTRL-D) and then do a CTRL-T.
