In terms of the 80-90% of editing that most people do, they pretty much work the same way. Same metaphors (different names), even same keystrokes. All handle graphics better than AP 6.x. Biggest differences are in support for video/audio effects/transitions, titles, graphics, etc. FCP & Avid handle project management much better than Premiere. They're also much better at color correction.
FCP is Mac only, which can be an issue these days for some. Premiere is PC only now. But Avid works on both platforms. Third party support for all three is great. So, hard to say. All are very good. If you know one, transitioning to another is easy. So it really boils down to which one will best meet your needs. You can download a tryout of Premiere and Avid's free version of Express DV. Give them both a try.
