No you can't capture in DV avi; you have to convert it after the fact. Without
getting into long details the unit is more designed with archiving in mind
rather than editing IMHO.

If your Plextor will allow you to cap in DV-AVI and
it comes with its own capture software then try using that program. Then,
  IMPORT
    those files into Premiere Pro.

Thanks. Will try. Just a little strange that a package like this
    isn't fully functional.

The package is "fully functional" to work with the software that is included
but it will crash if you try to use it with other software, at least that is
my experience with it. You can covert the captured files to dv avi but not
capture them directly. If editing with premiere is your main goal this is
possibly not the best capture set up you could have as many others will
capture directly to dv avi and are much cheaper. It pays to do a little
  research before buying.
I have one but recognize its limitations.

----Folks lemme state that I'm NOT an expert with PLEXTOR products at all.
The thing I need to know is: 'WILL THE PLEXTOR CAPTURE IN DV-AVI?"

If it will NOT capture directly to DV-AVI format then it is useless for
Adobe Premiere. If it will NOT capture to QUICKTIME or Video For Windows it
is equally useless for Adobe Premiere.
If it ONLY CAPTURES to MPEG then it will be great for many of the simple
MPEG editors out there that are frequently included with DVD burning
software and it MIGHT work with PINNACLE or VEGAS, if the VEGAS has the MPEG
plug in and your machine can deal with it effectively.

I took a quick look at the Plextor website at
  http://www.plextor.com/english/products/product_dvc.html and immediately
realized that all the products listed on that page are strictly MPEG and
DivX capable but none of them do DV-AVI.

DV-AVI, QuickTime and Video For Windows are the THREE FORMATS supported by
  Adobe Premiere at this time.

When I say this I am speaking about formats supported for IMPORT and
  EDITING.
Premiere does a very nice job of EXPORTING to MPEG and also Windows Media
  with the right PLUG-INS.

Work is ongoing that will enable Premiere Pro to deal with MPEG, but even if
that is already a reality right now you need to know that NOT ALL MPEG's are
created equal and the type of MPEG file generated for viewing and DVD is
probably a little SPARSE for editing.....not enough KEY-FRAMES to make it
very workable, and it is KEY-FRAMES that you NEED if you wish to EDIT.

Outside of that, your other options INCLUDE BUT ARE NOT LIMITED TO:

Connecting your VCR to a miniDV camcorder that has "E to E" mode, also
  called "PASS THROUGH".
(MOST, but NOT ALL, miniDV and Digital8 camcorders have this feature in
NTSC. Far fewer PAL camcorders support this feature, so if you are in PAL
country, you might find this a rarity.)
Connect the audio and video output of the VCR to the analog A-V INPUTS of
the miniDV camcorder and put the camcorder in "VCR MODE".
Connect the FIREWIRE output of the miniDV camcorder to your FIREWIRE input
  on your computer.

Select Premiere's capture process and hit PLAY on the VCR and the miniDV
camcorder will CONVERT your analog footage to DV-AVI AS IT PASSES THROUGH
  THE CAMCORDER.

You can also use a ANALOG TO DIGITAL converter like the CANOPUS ADVC series
(Models 100, 300 and 500) or you can use a VCR like the JVC SR-VS30u which
will do the analog to digital conversion direct from the VCR through the
  FIREWIRE output of the deck.

You can also buy a capture card that supports DV-AVI capture.
Nvidia, ATI, Black Magic and Osprey and several others make fine quality
  cards for this purpose.
