Hi.  I'm not completely sure I understand what you are trying to accomplish.  
First, are you doing away with the exisiting drive and replacing it with the 
new external drive?  I'm thinking that you are adding the second (external) 
drive, in which case I'm not sure why you would move Premiere to that new 
drive.  Actually Adobe recommends installing Premiere on one drive, (in this 
case it could stay on your current C: drive) and then they recommend using a 
second drive (your new external drive) for your capture and editing files.  
Premiere has settings that allows you to point the program to the appropriate 
drive and folder where you want your video files stored.
