I think it depends on the size of the DVD. I know for
me it would take one software to rip it, one software
)DVD2AVI for example) to convert it to codec of my
choice (xvid, mpeg-4) then convert it to mpeg VCD
compliant video then burn the VCD. 

I am not sure of any direct way to burn from DVD to
VCD however.
