Hi Kamran,
 
You might need more RAM for the program to work without locking up for you.  
VCD's are created in other programs, but you can do your editing in premiere 
then use the finished avi in a program that creates vcd's.  As far as audio 
dubbing and title creation, it would be difficult to explain if you haven't 
even made an attempt to try it yourself or to learn how to use the program 
yourself..  You will need to do like everyone else here; read the manual, lol.  
I'm trying to be as helpful as I can.  Read the manual, do what it says for 
making titles and audio dubbing, and when you get to a part you don't 
understand, or when you attempt to do something and the program isn't doing 
what you think it should, then come back and tell us what you tried to do, and 
what wasn't working right, and we'll try to help you solve your problem.  But 
you have do your own footwork. ok?
