Hey,
I definitely agree with Jeff basic Motion Properties is the best way to go.
It is especially easy to use if you are using the zoom effect for a lot of 
picture (such as a slide show), with Motion Properties you can save your 
settings so that you just click the picture to apply the affect to, load the 
saved setting and your done.

the Effect Control panel place it on the screen where I want it and the
starting size (using size % )I want it.  I then put keyframes at the

keyframes there as well, and change the size % there.
