If you're talking about creating MPEG-2 files for authoring into DVD Video 
I found this link to be invaluable when I found it a few years back.

It was written with TMPGEnc in mind but the settings are pretty much 
universal among MPEG-2 encoders. Don't be surprised if it takes some time 
to get where you want to go.
