On the right side of the screen you'll see a window that has several tabs in it. One of the tabs is for Transitions and another is for Video effects. Open the Video tab and drag the Brightness effect on top of the clip you need to brighten up. You'll be able to modify the settings of the effect, but be careful you don't brighten it too much. You could wash out the picture. You may need to apply several effects together to get the desired effect. Good luck!
