Julian...sorry for using a broad stroke, but SECAM and PAL are both
25fps, both 525 lines/50 fields, both horizontal frequency of
15.625kHz, both vertical frequency of 50 Hz, both video bandwidth of
5.0MHz, and sound carrier of 5.5MHz. the difference being PAL has a
color subcarrier of 4.433618 MHz. thank you for response though and
being in "PAL land" you should know.

RESPONSE
At the risk of being considered pedantic I feel that perhaps I should
mention that PAL and SECAM are usually not 525 but
625 line 50 field systems. I believe there is a South American country which
uses 525 line 60 field PAL but this is most unusual.
The video bandwidth and sound carrier frequency of PAL (and SECAM) systems
vary according to the actual implementation of the system adopted by
different countries. The UK and Ireland use PAL I (like S. Africa and Hong
Kong) whereas most of Europe uses PAL B/G. However this is only of interest
to receiver (and transmitter) manufacturers.
My recollection of the old French 819 (not 817) line system is that it was
capable of producing excellent pictures but the bandwidth required was such
that there were not enough channels available to permit multi-channel
coverage of the country. I seem to recall that the French changed to a 625
line monochrome service some time before SECAM colour was introduced. This
was in rather the same way that we changed from our 405 line monochrome
service to a 625 line monochrome service before PAL colour was introduced.
Notwithstanding all that, the first (comparatively) high definition
experimental colour transmissions were in 405 line NTSC! Before that we used
30 lines!
