Jake,
 
I'm sure this is the long way to do it, but I've found it gives me the best 
results.  I move the timeline marker to the exact frame I want to freeze on, 
then go to edit-export timeline-frame.  Export the frame, save it, and use the 
razor tool to cut your clip at that exact point.  I then open the file in 
Photoshop, go to filters-video & deinterlace it.  I use interpolation 
usually... not duplication.  You can also add other filters at this point if 
you would like.  Then I save it, and import it back into Priemere, and place it 
right after the cut I made in the video clip.  As I said... this is the long 
way around, but... I can now ad motion to the still without any kind of 
interlacing problems.  It works much better than just deinterlacing the clip in 
Premiere.
