Les,
The function has been renamed in Premiere Pro. Go to Audio
Effects->Stereo and select Fill Left or Fill Right. When Adobe made
these menus, they should have added one word here to make these effects
clear. That word is "from." Fill Left will fill from the left channel
to the right, and Fill Right will do the opposite.
