In most countries the law on this is:
If you film anything or any person FROM public ground, etc from the street
or sidewalk, you don't need any permission from that person to photograph,
tape, and distribute. The subject does not have to be on public ground. A
good example are the paparazis. They photograph or tape and publish from
public ground a celebrity sunbathing in a private garden and it's totally
legal.

Rieni,
I fear that you are over optimistic in claiming that this is the law "in
most countries". I suspect that there is almost no law that is the same 'in
most countries'.
I know to my cost that the law in Germany regarding taking pictures of
people is not as you suggest.
In the USA it seems that the law varies from State to State which makes it a
nightmare for visitors.
Another example of how the law is not as you suggest is the situation in
Zambia. There you may not take pictures of Government buildings - and that
includes such contentious buildings as Post Offices! You may also not take
pictures of the Zambian flag even if it is flying on flagpole in a public
place.
Life is never simple!
