<<I can only save when I exit the Titler.>> It's not obvious, but you need to think of Titler as part of PPro rather than as a plugin... so while the Titler window is open, the main PPro File commands are reacting to Titles rather than Projects. So, while Titler is open, go to PPro's File / Save as, and you'll find you're saving a .prtl file rather than an .prproj.
