An even easier way of doing this is creating a title in Premiere Pro with a
black rectangle on the top, and a black rectangle along the bottom. Save the
title, and put it on the top most video track of your sequence, and stretch
the graphic clip so its duration covers the entire project. No messing or
futzing with a crop effect.
