No, Premiere does not automatically set a keyframe at the beginning of a 
clip.  The first keyframe you set adjusts the level from the beginning 
to that point.

As for changing the length of a clip and having the keyframes move, 
again, no, Premiere won't do that.  You'll need to move the keyframes 
manually.  It's sort of like the difference between auto mode and full 
manual on your camera.  Auto mode is good when you're first learning, 
but you want to be on full manual for best creativity when you become 
proficient at operating your camera.
