Something that might help, if you're using Premiere Pro 1 or higher, is 
to use the hold function on your keyframes, and only separate the 
keyframes by 5 or 6 frames.  Right-click on the keyframe in your Effects 
Control window, and select Hold.  This will freeze the keyframe and not 
add a Bezier curve to the keyframe path, and should give you the "jerky" 
effect you're looking for.
