As admirable as your motives are I don't think this is the place for such a
discussion. Over years we have evolved organizations from governments to
charities so that when calamity happens no one needs to pass the hat.
Did not congress just commit over 27 billion to this? What does it cost to
keep the war in Iraq going? The money is there it seems. The job for
citizens is to ensure it goes to fixing what needs to fixed and not paying
240 million for an Alaskan bridge to no where.

To put our collective moneys where are mouths seem so readily to be, I 
propose that I 'd be willing to open an account in the name of The Red 
Cross at my local bank into which members of this list could use Pay Pal 
to donate. I would expect it to be open for several years. I would 
expect members to budget an amount that they could give on a monthly 
basis. This would I hope be in addition to what you may do privately. A 
check would be sent monthly to The Red Cross.
