As admirable as your motives are I don't think this is the place for such a discussion. Over years we have evolved organizations from governments to charities so that when calamity happens no one needs to pass the hat. Did not congress just commit over 27 billion to this? What does it cost to keep the war in Iraq going? The money is there it seems. The job for citizens is to ensure it goes to fixing what needs to fixed and not paying 240 million for an Alaskan bridge to no where.
