I'm having trouble with Premiere 6.5 on my 1 GHz Pentium 3 with 512K
memory.

I have edited quite a few videos without a new trouble of the playback
being out of sync with the audio track.  It seems to be a buffering
problem.

This is a system which I have installed a new hard drive which runs
otherwise wickedly fast with a hard drive which runs at 7200 RPM with
45 Gigs free space.  Could this be the problem.  Adobe Encore 1.5
works great (albeit a little jerky on previews).

The project files are on a USB 1.1 drive with 200 Gigs free space. 
Should I put in a USB 2.0 card instead?

Should I put everything on the system C: drive instead?

HELP!
