I didn't get any answers on this problem, but I did finally figure it
out so I thought I should post my solution so that anyone else who
might have this happen might know how to solve it.

When I opened my old Premiere 6 project in Pro 1.5, it converted it
to a 1.5 project. In doing so, it set the whole project to
upper-field first for some reason. The clips in it are all
lower-field first clips. They play fine whenever there are no effects
imposed on them, but as soon as you place a video effect on a clip,
Premiere generates the preview using upper-field first, which totally
screws things up in playback on an NTSC monitor.

The easy solution would be to simply set the general settings for the
project to lower-field first so the effects will be the same as the
clips, but once a project is set to a field priority, you can't
change it. My solution was to start a new project set to lower-field
first, then import the screwed up project into it. I then deleted all
the preview files for the project so Premiere was forced to generate
new ones. It worked! All the newly generated effects were lower-field
first and look fine.

Whew! That was a bizarre problem that took a couple of days out of my
life. Here's hoping it doesn't happen to you. Or if it does, that you
find this solution quickly.
