You can export as an avi from Premiere, then use Microsoft's Windows Media Encoder to do the encoding.... then there's all sorts of presets you can choose.

Got my video edited just the way I want it. Footage is captured from Mini DV at 720x480 resolution. I am trying to export to WMV to match another video that I have that is being sold in the same market space I am looking at. The resolution is 720x480 and the bit rate is around 1400 (1434, I think). It does not seem to move off that number, so I think its constant. The file sizes seem to be about 10MB per minute of video. I cannot seem to find a preset that matches this criteria. In fact, I can't find any at 720x480 for export. Can I get a preset for this somewhere? If not, how would I go about creating a custom one to do this. Any help would be greatly appreciated.
