Well, you may chalk this advice up under "thanks but no thanks..."... but Premiere Pro 1.5 comes with an auto contrast filter.
I'm not sure if this filter would help... but there's a brightness/contrast filter. (Can't remember if it's in 6.5 or not.) If you were able to use that to match contrast, you could set keyframes at every interval, and manually tweek to get it to average out.
