When you installed a divx codec to your computer, premiere will
recognize it and you can export or edit with that codec, however, you
might get some error messages during fast scrubbing, best is convert any
divx files into avi format that premiere would handle will, you can
either do this outside of premiere or do this within premiere (once you
have the codec installed) you just export it a new avi file

that's what i find myself doing very often, using one editing just to
change the codec into something premiere will use.. time consuming to
say the least..

actually install the codec into premiere itself?"

Well, I suppose you could do that, although I've never had one whit of
success at it.

However, there is a handy way to get that file into an editable form.

If you happen to have Windows MovieMaker, it should be able to import
that AVI. Use it to then EXPORT a NEW AVI file, an uncompressed AVI.
This should import quite handily into Premiere and Bob's you're uncle,
you're editing in Premiere!

the monkey forces codecs to face each other down in mortal combat,
