Welcome Newbie ;) first of all, if you need computer system requirement, check out Adobe website for what is 'needed' as minimum and then expand from there, obviously what you want to edit is the reason behind what system you should get, for example, if your end goal is to edit hdv or hd, you need a really good computer editing system, meaning, look under openHD area of adobe website on what system they would recommend and then you can build from there.
The key of a good editing system always relies on what else you want to use the machine for, video editing is a very processor intensive work, and particularly Premiere Pro is a memory hog. So, if you are using the same machine for editing and internet browsing and gaming, make sure you have all the latest driver installed and probably should just upgrade to windows xp sp2 as well. I usually buy my stuff from www.pricewatch.com (because I know how to build them) and I know which company is worth buying from. (based on their 'review').
