As a work-around you could put one clip on video track-1 and the other on video 
track-2 and use rubber-banding to dissolve between them - just a work-around 
till you figure out what your problem is [btw did you re-install premiere, this 
might also work]

Subject: [AP] Cross dissolve transition doesn't work I'm a fairly new Premiere 
Pro user and I have a lot to learn. I need help with a video transition. I used 
the Cross Dissolve transition in another project without any problems. Now, I 
started a new project and it doesn't seem to work. I drag it into my timeline 
and I can see it on my clip in the timeline. If I doubleclick on it the Cross 
dissolve effects window pops up for the Cross dissolve. But it doesn't perform 
the dissolve. Even after rendering. The other transitions work fine.
    Also, the icon (in the video effects window) for "Cross dissolve" has a red 
border around it. The other transition icons do not have this red border. What 
does the red border mean? I opened the plugin folder and the "Cross dissolve" 
plugin is there. Any suggestions would be appreciated.
