Yes and no. To change the duration of images at the time you import them, there is a still image duration preference. Edit > Preferences.
Be advised, this doesn't work on images already in your project. It only works at the time of importing them. So you can remove the images from the project and re-import them all at once (if they're in the same folder, for example.) Regarding the transitions-- a similar answer. Premiere has an "automate to timeline" feature, which allows you to automate selected clips from the Project window (such as all clips in a bin, or a range of clips you've selected with Shift or Ctrl), and insert them sequentially into the Timeline. You can use the icon view to shuffle them into the order you'd prefer they play in the Timeline window. In addition, the automate to timeline gives you the option to use the default transition in between clips. Similar to above, this will not affect any clips already in your Timeline.
