The first place to start is to lower your bitrate.  If you're using the 
presets on the "Export to DVD" Encoding window, try using a 4Mbps or 
lower rate.  Another thing you might try is to use a Variable Bit Rate, 
rather than a Constant Bit Rate.  This should be all you'll need to do 
to get the video to fit.
