is this for dvd playback or for computer? if it's for dvd playback 720x480 
should be fine, however, you will find pixelation with any smaller resolution 
(like 320x240 or whatever) that you planned to bump it up to 720x480, because 
basically, you are enlarging what you have originall small sized.

there isn't any software that can do a good job,but you can try Red Giant's 
InstantHD, it's a softwre that cn upsize your footage from dv to hd (doing 
quite a nice job so far from what I've tried in my feature film), but it won't 
guaranteed it will work great with smaller sized resolution.

The other software that usually works for me is ProCoder 2, it can convert 
files from one format or size to the other but again, since you are enlarging 
what is originally small, you 'might' experience pixelation or blurriness.
