You can. You can't burn HD DVD-Video, but can store HD video files on DVD ;-)
Also, you can downconvert HD footage to (widescreen, if you wish) NTSC or PAL 
AVI files, and create a regular DVD Video from it.
But I don't know how to treat HD with PP 1.5, I use 2.0
