Unfortunately, no. What you are seeing is the fact that video screens display a different color range than computer monitors. What is bright white on a video monitor looks gray on a computer monitor.
If you will not be exporting your finished program back to videotape, or DVD, then you can use the brightness / contrast effect in Premiere Pro 2 on your selected clip to increase its visibility on a computer screen. For example, if you're editing a program for youtube, then you can increase the brightness so that it looks good played back on your computer screen.
