I've used both. If you can afford it, there's no question that Avid Newscutter is the way to go. It's workflow and layout and GUI is tuned for quickly editing packages for a fast paced newsroom.
Premiere Pro is tailored towards videographers and movie makers; people creating programs that take time. Premiere Pro's layout and GUI is geared towards adding titles, effects, transitions, multiple tracks of audio and video, etc. Items that most news packages rarely need. (We used a still store when we needed to add a chyron or other text, we wouldn't do it via the Newscutter.) The Newscutter also had a MUUUUCH more sophisticated interface for playing straight to air from the booth, or for storing our files on the server. Jeff Schell www.jeffschell.com .
